THE Students' Loan Bureau (SLB) is projected to have a cash flow deficit of between $15 billion and $19 billion over the next five years unless recapitalised, a finance ministry document obtained by the Observer in March this year suggests.

The document indicates the difficulty that the bureau — which facilitates the financing of loans to needy tertiary students — would have in continuing its disbursements without fresh capital. The deficit would be more money than the $14 billion the Government spends on tertiary education every year.
